This Passhur guy was a priest in Jerusalem, the capital. God didn't approve of the way Passhur was representing Him. Perhaps he was one of those for whom it was said JER 5:30-31. We won't read about Pashhur, son of Immur, again. (A different Passhur will be mentioned in JER 21:1 & 38:1.)

In JER 19:1-2, Jeremiah had traveled to Topheth. / In JER 19:3, God made a comment strange to modern ears. Compare it to 1SA 3:11, which was prophecied just before God sent the Philistines to destroy the city of Shiloh and steal the Ark of the Covenant.
